Abstract

Using historical documents, ancient maps, survey maps of the Republican period, and remote sensing images, this paper restores the urban built-up area boundaries of the 56 cities in Jiangsu-Shanghai region since the Ming Dynasty. The paper selects the expansion rate, expansion intensity, power-law distribution index, fractal dimension, compactness, and migration distance of city gravity center to analyze the urban evolution process in terms of city scale and spatial form. At the same time, the paper uses the panel data model to analyze the possible factors that influence the expansion of urban built-up areas. Abstract

As a vital indicator for measuring urban development, urban areas are expected to be identified explicitly and conveniently with widely available data sets, thereby benefiting planning decisions and relevant urban studies. Existing approaches to identifying urban areas are normally based on midresolution sensing dat a sets, low-resolution socioeconomic information (e.g., population density) in space (e.g., cells wit h several square kilometers or even larger towns o r wards). Yet, few of these approaches pa y attention to defining urban areas with high- resolution microdata for large areas b y incorporating morphological and functional characteristics. Abstract

以典型历史断面下的建设用地为研究对象 , 以数量估算控制下的空间格局重建为基本思路 , 在 200 m× 200 m 网格下 , 估算并重建了近 200 年 5 个时间断面下的江苏省建设用地 ( 城镇用地和农村聚落用地 ) 的空间格局 。 在数量估算方面 , 历史时期 ( 1820 年 ) 的城镇用地主要采用城垣 、 市镇四栅等作为代用指标 ; 近现代时期 ( 1911 年 、 1936 年 、 1952 年 ) , 主要通过人口 、 社会经济等数据 , 结合一定假设确定人均用地数量进行推导 ; 各时期的农村聚落用地均以人口数量为基础 , 根据人均住房面积和社会经济数据修正确定 。 在空间重建方面 , 结合遥感数据解译获得的现代 ( 1985 年 ) 土地利用数据 , 借助基础地理数据 , 在一定假设条件下 , 通过数量控制 、 边界控制 、 适宜性控制 , 兼顾用地连片性等予以确定 。 结果表明 : ① 各时间断面下的江苏省建设用地数量分别为 963 . 46 km 2 ( 1820 年 ) 、 1041 . 94 km 2 ( 1911 年 ) 、 1672 . 40 km 2 ( 1936 年 ) 、 1980 . 34 km 2 ( 1952 年 ) 和 10687 . 18 km 2 ( 1985 年 ) ; ② 建设用地在空间分布上具有亲水网 、 路网等特征 , 并随居民点极化与扩散效应而不断扩张 ; ③ 通过变化过程与演化趋势检验 、 建设用地与生产协调性分析 、 居民点空间数量与格局分析等方法 , 间接证明了重建结果的合理性 。

Evaluation of plan implementation is important because it reflects the extent to which a plan succeeds in predicting, guiding, and controlling future urban development. One common way to determine what a plan has accomplished is to measure the confor- mance degree between the actual outcomes or impacts and the proposed plans. By doing so, planners can acquire insights on how the planning decision-making process operates and validate whether planning efforts do contribute to goal achievement (Alexandar & Faludi, 1989; Alexander, 2009; Laurian et al., 2004; Talen, 1996b ). This evaluation helps establish a responsive and accountable plan-making and -implementation process, thus improving the overall quality of planning. Since the early 1970s, numerous studies have contributed to the theoretical and method- ological understandings in the field of planning evaluation. A few studies have illustrated the evaluation approaches with one partic- ular aspect of planning, including land development ( Alterman & Hill, 1978; Berke et al., 2006; Chapin, Deyle, & Baker, 2008 ), environmental planning ( Brody & Highfield, 2005 ), public facilities and infrastructure ( Laurian et al., 2004; Talen, 1996a ), and urban sprawl control ( Altes, 2006; Brody, Carrasco, & Highfield, 2006; Nelson & Moore, 1993 ). In this study we focused on assessing plan implementation in terms of the effectiveness of urban growth boundaries.

Abstract

以典型历史断面下的建设用地为研究对象 , 采用数量重建控制下的空间格局重建思路 , 尝试构建一套适用于清代中期建设用地 ( 城镇用地和农村聚落用地 ) 的重建方法 。 其中 , 城镇用地主要基于城垣周长 、 城池形态进行数量重建 , 以历史治所为中心 , 以城池形态为控制边界 , 进行空间配置 ; 农村聚落用地主要基于农村人口 、 户均居住用地需求进行数量重建 , 以潜在农村居民点重心为中心 , 考虑用地宜居性和连片性等特征进行空间重建 。 在理论分析的基础上 , 选取历史资料较为丰富的 1820 年为研究期 , 恢复了江苏省建设用地数据 , 共 1006 . 45 km 2 , 其中城镇用地 222 . 51 km 2 , 农村聚落用地 783 . 93 km 2 , 重建形成了 100 m× 100 m 空间网格下的建设用地空间格局 , 并验证了重建结果的合理性 。

圆桌会议 32 有副省级城市,也有地级市和县级市,城市的人口规模、 土地面积、开发强度、功能定位存在很大差别,需要根据城市的不同特征采取差别化的政策措施。针对试点城市划定永久性基本农田保护区、城市增长边界、重要生态功能区、碳排放空间“四条红线”,根据不同规模和特性的城市出台差异化政策确保“四条红线”不突破,实现各类城市的可持续发展。对于特大城市和大城市,政策设计的导向在于引导功能优化、产业提升和人口疏解,强化人均和地均各项指标的集约潜力,打造宜业、宜居的生产和生活环境。对于中小城市,政策设计的导向在于加强城市功能的配套完善,引导人口、产业等各类要素集聚,强化对周边城镇和乡村地区的辐射作用,建设成为精明、紧凑、智慧、生态的新型城市。 五是加强法制保障和衔接,提高多规合一试点工作的权威性和严肃性。首先,加快《发展规划法》的立法进程, 从法律上保障经济和社会发展规划的编制和实施。支持试点城市地方政府先行出台有关条例或法规,增强经济社会发展规划的法律保障,便于与其他规划的法律支撑相匹配。其次,加强现有各项专门法律法规之间的衔接,针对多规合一试点过程中出现的矛盾和冲突,加快各个专门法律法规的修订和完善,避免各个规划依据各自专门法律法规相互扯皮。最后,根据试点工作的需求,提前酝酿起草新的专门性法律法规,特别是鼓励试点城市地方政府层面率先出台相关法规或暂行规定、管理办法,保障试点工作的顺利推进,同时为今后全国层面的专门立法工作打下基础。 人口收缩对城市规划的挑战龙瀛,北京市城市规划设计研究院博士、高级工程师我将从城市扩张和人口收缩角度探讨中国城市规划的编制和评价。 我们过去的规划实施效果怎样我和合作者近年来在城市增长边界领域开展了若干研究。我们认为,中国的城镇建设用地的规划布局可以作为中国的城市增长边界(urban growth boundaries/UGBs),这点学术界和实践界并没有取得完全的共识,最近也成为规划界研究和争论的热点。我们主要利用物理空间的城市扩张与总体规划进行比对,来评价城市规划的实施效果,实证城市是北京。我们的研究发现,非正式(或非法)开发的比例不容忽视。建国以来北京编制过的五版总体规划的实施效果显示,最新版的总规实施效果最佳,这也和我们对新城边界对开发的影响的研究发现基本一致。国内也有多个学者比如徐毅松、毛蒋兴等在上海、广州和深圳开展了实证研究(主要用的是城市扩张与规划比对的结果,还没有考虑存量开发),基本上都发现了总体规划之外不容忽视的非正式开发。 在针对北京城市扩张与总体规划一致性评价分析的基础上,我们又从三个维度对已有研究进行了扩展,考虑更完整的规划实施过程和更丰富的开发类型(扩张与再开发),以及更多的城市和人类活动。 其一,我们在对中国城市规划体系和城市开发实际过程分析的基础上,基于 Hopkins [1] 的研究提出了一套针对中国城市 UGBs 实施评估的分析框架,包括总规 UGBs、 控规 UGBs、规划许可、实际开发这些环节之间的一致性和表现。我们将该分析框架应用于北京,利用北京 2004 版总规的 UGBs、后续批复的一系列控规 UGBs、发放的建设用地规划许可证(用地证)、利用遥感和人工手段观测到的城市开发数据(城市扩张即增量开发、城市更新即存量开发),对 UGBs 进行了系统深入的评估工作。评估结果显示:一是与总规相比,控规 UGBs 有了较大扩张; 二是控规与规划许可的一致性程度较高;三是规划许可与 UGBs 对实际开发的有限控制力度,主要体现为没有规划许可的非正式开发。

Abstract

Most existing studies on urban planning implementation (UPI) evalua - tion examine the conformity between planned and observed urban development. The results are, however, typically too general to provide adequate policy recom- mendations for planners and researchers. The stages between creating a plan and its outcome are seldom discussed in detail, primarily because of the absence of anapplicable analytic framework and data. In the present paper, we propose a framework for UPI evaluation which provides an in-depth and accurate applica - tion to show how the conceptual framework for assessing conformance and perfor- mance of plans proposed by Hopkins (2012) could be applied in practice. We ex- amined the degrees of conformance and performance between an urban master plan, detailed plans, development permits and observed development outcomes, us- ing Beijing as an example. The results reveal discrepancies between all basic stag- es of plan implementation, and the poor planning implementation was primarily due to the existence of large areas of development without development permits. Moreover, there was clear cross-referencing in the planning implementation pro- cess, which undermined the formal planning implementation procedures. These re- sults suggest that the poor match between a plan and its outcomes may result from poor plan using, not poor planning. Therefore, attention needs to be paid not only to creating plans but also to monitoring the performance of various lev- els of plans and development permits in the UPI.

Urban sprawl and some other urban deficiencies arising from the rapid development of cities are a major challenge for sustain- able urban development. Consequently, it is crucial to design appropriate methods to establish effective control of urban growth. Among the various urban growth management policies, urban containment policies have been widely adopted to increase urban land use density and protect open space from being developed ( Long, Shen, & Mao, 2011; Nelson & Duncan, 1995 ). An urban containment policy usually has three components – greenbelts, urban growth boundaries (UGBs), and urban service boundaries (USBs) ( Pendall, Martin, & Fulton, 2002 ). UGBs are currently the most widely discussed tool in academia. Through zoning, land development permits and other land-use regulations, UGBs demarcate urban and rural uses and aim to contain urban development within the predefined boundaries ( Pendall et al., 2002). In China, concepts similar to UGBs have recently begun to develop. The ‘‘Urban Planning Compilation Guideline’’, which was issued on April 1st, 2006, by the former Ministry of Construction (the current name is Ministry of Housing and Urban–Rural Development), requires that city master plans pro- pose ‘‘development exclusion areas’’, ‘‘development control areas’’ and ‘‘suitable development areas’’.

Abstract

Facing the urban sprawl of Beijing, the planning of the controlled-construction area is being conducted which defines the non-construction and controlled-construction areas, formulates the corre- sponding rules for controlled construction, and es- tablishes the detailed planning maps and figures. The paper analyzes the worldwide evolvement with the research in this field, introduces the main technical routine of the planning, and expounds the core re- search contents such as the planning support system, analysis on controlled-construction elements, zoning of controlled-construction areas, and analysis on the construct conditions. Then, the paper puts forward the result of this planning and gives an insightful analy- sis and discussion about the result. This research is expected to control the urban sprawl from the per- spective of city planning and promote the scientific urban layout of Beijing.
